Dissatisfied employees present 17-point memorandum to the Speake

Employees dissatisfied with the bill made to make provision for the conditions of federal civil service have submitted a 17-point demand to Speaker Agni Sapkota.

A team led by Bholanath Pokhrel, acting chairman of the official trade union, has warned that if the legitimate demands are not addressed, the movement will be forced to hold more programs.

Employees have handed over a memorandum to the speaker saying that many rights including trade unions are being curtailed. Employees have alleged that the committee has moved the bill to destroy the civil service mechanism.

Employees demanded that there should be an interconnection between the trade unions, the states and the local level. Employees have demanded that the Chief Secretary, Provincial Secretary, Chief Administrative Officer and Chief Accountant to be deployed at the state and local levels from the federal civil service.

Employees have demanded to fill the vacancies in 100 percent open category, 60 percent open category in Gazette Unnumbered Second Class (buyer), 10 percent internal and 30 percent promotion.

Understanding the demand letter, Speaker Sapkota said that he would talk to the concerned minister about the demands of the trade unions and try to resolve the issue.

The demand letter also states that the staff transfer system should be made automatic, cyclical, predictable and scientific, and one system should be implemented to bring uniformity in the hierarchical system.

The trade union has also demanded that the percentage of competition for the posts of Judicial Service, Foreign Service and Audit Service should be included in the percentage of promotion.
