John Magufuli, President-elect of African nation of Tanzania, was sworn in on Thursday amid tight security. Opposition parties have stated they will not run in the by-elections.
President Magufuli had said last year that he would not run for another term. Ruling party has won most of the seats in Tanzania's parliament.
President Magufuli's remarks came as parliament was considering amending Tanzania's constitution to remove the provision that a person cannot be president more than twice.
Security was tightened in the capital during swearing-in ceremony. Leaders of Tanzania's two main parties, ACT Wachalendo and Chadima, have been accused of holding illegal rallies and demonstrations.
The United States and a number of other countries have expressed interest in the election results.
