In a meeting of the National Assembly on Friday, Shrestha accused the Prime Minister of dissolving the parliament and going to the polls against the constitution.
He further added that the right of the Prime Minister to dissolve the parliament was taken away by the consensus of all parties.
Discussing the provision in Article 76 of the constitution, he said that the constitution did not give such privilege to the Prime Minister to dissolve the House of Representatives.
He said that there was a provision to dissolve the House of Representatives when there was no alternative to forming a government.
Shrestha said that the journey of regression would begin if the Supreme Court approved the decision of the Prime Minister to dissolve the House of Representatives.
In the meeting, National Assembly member Devendra Dahal accused the main opposition party Nepali Congress of running away from the election.
He said that the incumbent Prime Minister KP Sharma Oli was trying to dissolve the parliament and bring a fresh mandate due to continuous non-cooperation from his own leaders.
Congress' Tara Devi Bhatta accused the government of insulting public opinion by dissolving the House of Representatives.
He expressed confidence that the Supreme Court would decide on the issue of dissolution of the House of Representatives according to the interest of the people and the spirit and letter of the constitution.
During the meeting, Komal Oli of the CPN (Maoist) said that it was not logical for the government to move in an authoritarian direction while announcing the date of the election.
Shekhar Kumar Singh of the Janata Samajwadi Party said that his party has been demanding amendment to the constitution since its announcement.
In the meeting, Hon'ble Chairperson of the Sustainable Development and Good Governance Committee Tara Devi Bhatta presented the annual report of the Sustainable Development and Good Governance Committee, 2076/77 BS. The next meeting of the National Assembly has been called on Sunday.
